PROBLEM TO BE SOLVED: To obtain a safe preparation for mucosa application that exhibits antiseptic action and has low cytotoxicity in a preparation for ocular mucosa application. SOLUTION: The eye drop or eye wash does not substantially contain benzalkonium chloride, benzethonium chloride and chlorhexidine gluconate and comprises (A) one or more kinds selected from chlorpheniramine, diphenhydramine and their salts, (B) boric acid and/or borax in the ratio of≥1.5(w/v)% based on the total of a composition and (C) one or more kinds selected from aminoethylsulfonic acid, aspartic acid and their salts and has pH 7.3-9.0.
