PROBLEM TO BE SOLVED: To provide a device for estimating the charging rate of a secondary battery capable of precisely estimating the charging rate, even in a charging rate estimation method that uses an adaptive digital filter that an error is generated in the estimation of the charging rate, when a parameter of a battery model varies under a fixed input current state. SOLUTION: The device for estimating the charging rate of the secondary battery is provided with a first charging rate estimation means 6 for estimating an open circuit voltage from measurement values of a current and a terminal voltage, by using the adaptive digital filter and calculating a first charging rate estimation value from the open circuit voltage estimation value, on the basis of a relationship between an open circuit voltage and the charging rate obtained in advance; and a second charging rate estimation means 7 for calculating a second charging rate estimation value by a current integration; and a charging rate estimation value selection means 8 for selecting the second charging rate estimation value, when a variation rate or a variation width is not greater than a prescribed value continuously for prescribed period of time and selecting the first charging rate estimation value in other cases.
