[PROBLEMS] To provide a non-invasive delivery system for an administered drug which has an excellent capability of drug transfer into a posterior eye tissue via a local eye tissue. [MEANS FOR SOLVING PROBLEMS] A gel composition comprising a drug to be delivered and a mucosa-adhesive substance can be administered to the surface of the eye. Thus, a drug delivery system can be constructed which has an excellent capability of drug transfer into a posterior eye tissue via a local eye tissue.
