PROBLEM TO BE SOLVED: To provide a developer amount regulating blade which suppresses image defects such as a stripe and unevenness, a manufacturing method therefor, and a developing device mounted with the developer amount regulating blade. SOLUTION: The quantity of a developer carried out of a developer container by a developer carrier is restricted. The developer amount regulating blade constituted by laminating at least a blade member, an adhesive member, and a support member in the same shape is characterized in that the blade member has at least two layers which are an electrostatic charging layer formed of a material having≥40°Shore D hardness and an intermediate layer formed of a material having lower Shore D hardness of the material forming the electrostatic charging layer.
