PROBLEM TO BE SOLVED: To provide a cooling/heating panel having superior stepping-on feeling and heat transferring efficiency to a mounting material. SOLUTION: In this cooling/heating panel formed by stacking a cushion layer on a base mat having a groove in which piping is buried, a bulk density of the cushion layer is 0.002D-0.5D, when a density of a substance used in the cushion layer is D, and a heat conductivity of the substance used in the cushion layer is 1 W/m K or more.
