PROBLEM TO BE SOLVED: To provide an image processing apparatus and an image processing method which can obtain high-quality image data by appropriately eliminating a noise component from the image data and appropriately adding a new noise component. SOLUTION: A noise eliminating means 37 for eliminating the noise component of the image data is provided with a component separating means 33 for performing component separation for the image data into low frequency component image data and high frequency component image data, and a high frequency component noise eliminating means 34 for generating high frequency component noise-eliminated image data obtained by eliminating the noise component of the high frequency component image data. A noise adding means 31 for adding a predetermined noise component is provided with a high frequency component noise adding means 35 for generating high frequency component noise-added image data obtained by adding a predetermined noise component to an image region out of the edge of the high frequency component noise-eliminated image data; and a component synthesizing means 36 for synthesizing the low frequency component image data to the high frequency component noise-added image data.
