An apparatus for saving a mobile phone charge and its control method are provided to accurately transfer a message and a situation announcement required for each designated control center by inputted voice and signals. A connection unit(16) transmits/receives data. A call conversion unit(20) restores signals of a particular phone number received from a mobile phone(10) to a key value. A voice sensing unit(24) senses a voice announcement of the mobile phone(10) and outputs a voice announcement sense signal. A number storage unit(30) stores a card number, a mobile phone number, a local phone number and a country code. A controller(18) checks whether a number inputted by the call conversion unit(20) and the number stored in the number storage unit(30). When they are identical each other, the controller outputs a connection number of the number storage unit(30). When the voice announcement sense signal is inputted from the voice sensing unit(24), the controller sequentially outputs the card number and the particular phone number. A call generating unit(22) converts the connection number, the card number and the particular phone number into a call signal, and transmits it to the mobile phone(10). A telephone charge controller(32) selects a rate system according to the number sensed by the controller(18). A display unit(34) checks whether the card number transmitted to the number storage unit(30) has been used according to the rate system selected by the telephone charge controller(32).
