An oxide of an element having stronger affinity for oxygen than Fe is used as the matter A, and when oxygen partial pressure in thermal treatment is represented by P, the thermal treatment is carried out in an atmosphere in which a relational expression of the balanced oxygen partial pressure of Fe at the heat treatment temperature>P≥the balanced oxygen partial pressure of the substance A at the heat treatment temperature is satisfied.
