PROBLEM TO BE SOLVED: To provide a method of manufacturing a composite magnetic material which achieves reduction in the size of an inductance part such as a coil, a choke coil, a transformer, etc, and excellent magnetic properties in a high-frequency range. SOLUTION: The method of manufacturing a composite magnetic material comprises processes of producing composite powder produced by forming a substance A on the surface of metal magnetic powder 1 as a coated layer 2, forming a molded body, and carrying out thermal treatment. An oxide of an element having stronger affinity for oxygen than Fe is used as the matter A, and when oxygen partial pressure in thermal treatment is represented by P, the thermal treatment is carried out in an atmosphere in which a relational expression of the balanced oxygen partial pressure of Fe at the heat treatment temperature>P≥the balanced oxygen partial pressure of the substance A at the heat treatment temperature is satisfied.
