The gear pump (1) has a drive device or electric motor for driving the outer annular gear (12) and inner annular gear (13), in which the rotation speed of the drive device or electric motor is mechanically decoupled from the rotation speed of the torque generating mechanism or torque transmission mechanism. The outer annular gear swivels in a recess (11) formed in the pump housing (9). The inner annular gear has external gear teeth that mesh with the internal gear teeth of the outer annular gear, and swivels in the recess of the pump housing. Both gears are provided in eccentric arrangement.
