PROBLEM TO BE SOLVED: To provide a system and a method for personal authentication, and a management system, for generating and presenting a spoken phrase, which can be generated only at the time of voice authentication, and can naturally be produced by a person to be authenticated, as a phrase for authentication. SOLUTION: The personal authentication system includes an authentication phrase presentation means for presenting the phrase for authentication, which is spoken by the person to be authenticated, so as to authenticate the person, and by inputting voice produced by the person to be authenticated, a voice authentication means for authenticating whether or not the person is a genuine person to be authenticated, based on the above input voice. In the above personal authentication system, the authentication phrase presentation means presents a keyword extracted from received broadcast information broadcasted as a phrase for authentication.
