PROBLEM TO BE SOLVED: To provide a polymerization system and a method smoothly and properly performing polymerization reaction by controlling, when oxygen dissolved in a polymerization solution is substituted with an inert gas, the blowing-in flow rate of an inert gas flowed in the polymer reaction solution with the polymerization rate monitoring which polymerization varies in the polymerization solution. SOLUTION: In a polymerization system 1, based on the switching operation of a control valve 20 by a controller 3, when the value of the polymerization rate, monitored through an infrared absorption analyzer 17 and a control unit 14, is≤threshold value (30%), the flow rate of nitrogen gas, flowed in a polymerization solution 5 from a nitrogen gas tank 18 through a gas pipe line 19, is controlled to be 70 l/min, and, when the polymerization rate is≥threshold value (30%), the flow rate of the nitrogen gas is controlled to be 30 l/min smaller than 70 l/min.
