PROBLEM TO BE SOLVED: To provide a technology capable of setting control parameters for allowing a communication apparatus to implement encryption communication via a wide area network at less expense in time and effort while avoiding a processing load from being concentrated onto a prescribed apparatus. SOLUTION: Each relaying apparatus for connecting each private network to the wide area network is provided with a management table that stores the control parameters used for implementing the encryption communication by each relaying apparatus and writes the control parameters as to its own apparatus to the management table in advance. The relaying apparatus establishes a communication connection with another predetermined relaying apparatus, writes the control parameters transmitted via the communication connection to the management table to update the storage contents, and the storage contents of the management table are advertised via the communication connection periodically or when the storage contents of the management table are updated.
