PROBLEM TO BE SOLVED: To provide an excellent contents processing device, contents processing method, and computer program in which scene switching is discriminated according to the topics of which recorded video contents are adopted in a program, and video indexing can be appropriately performed separately for each scene. SOLUTION: First of all, a scene change point is detected at which scenes are remarkably changed by image switching from video contents. Next, an average image for a frame of one second before and after the scene change point is created and the average image is used to highly accurately detect whether or not telop appears at the scene change point.
