PROBLEM TO BE SOLVED: To attain improvement in image quality by easily cutting small characters and dots and excellently detecting a low-linear-density dot. SOLUTION: It is detected whether the density of a central pixel in a matrix set to input image data is maximum or minimum within the matrix, and it is determined whether or not an absolute value of a difference between an average value of densities of all paired pixels at positions symmetric to the central pixel in the matrix and the density of the central pixel is greater than a preset threshold value. The central pixel detected as a maximum or minimum density and determined as greater than the threshold value is defined as a peak pixel and if a period between peak pixels is a fixed value or less, the peak pixel is invalidated. From a relation between the number of peak pixels in a two-dimensional region of interest and the number of peak pixels in a surrounding two-dimensional region, neighboring data including the relevant pixel of interest are detected as a low-linear density dot region.
