A programmable memory block and a liquid crystal display device having the same are provided to prevent data of an external memory block from being distorted by using an inverter for selecting a voltage, which is inputted to a write protection terminal of the external memory block. A programmable memory block includes a memory block(45), a user connector(30), and a protection circuit(46). The readable/writable memory block stores data. The user connector outputs various signals for driving the memory block. The protection circuit includes an inverter(31), which is connected between a write protection terminal(WP) and the user connector. The protection circuit selectively determines a read or write state of the memory block by using the inverter. The memory block is an EEPROM(Electrically Erasable Programmable Read Only Memory).
