PROBLEM TO BE SOLVED: To provide a frame-retardant polyester resin that has excellent frame-retardant property and shows good mechanical property and durability. SOLUTION: A saturated polyester resin is combined with a secondary phosphine represented by general formula (1) (wherein R<SP>1</SP>and R<SP>2</SP>are each a straight or branched alkyl or cycloalkyl group which may be substituted, and R<SP>1</SP>and R<SP>2</SP>may be identical or different and may form a ring including R<SP>1</SP>, R<SP>2</SP>and P or only R<SP>1</SP>and R<SP>2</SP>; X is O or S atom) so that the amount of phosphorus atom may become 0.1 to 10 wt.%.
