PROBLEM TO BE SOLVED: To provide a cleaning device with which cleaning by a fur brush can be stabilized for a long period of time with a simple configuration, a process cartridge, and an image forming apparatus. SOLUTION: The image forming apparatus 1 is equipped with at least a photoreceptor 5, the fur brush 161 for removing a residual material such as transfer residue toner or the like, on the surface of the photoreceptor 5 after transfer to a transfer medium, a lubricant applying agent 162 and a cleaning device 15 having a flicker.
