PROBLEM TO BE SOLVED: To provide a fixing device which reduces the fluctuation in the positional relation between an induction heating section and heating elements in spite of the occurrence of thermal deformation in constitution members of the fixing device of an electromagnetic induction heating system, and does not give rise to a trouble, such as a fluctuation in exothermic efficiency, and an image forming apparatus. SOLUTION: The fixing device 19 for fixing a toner image to a recording medium by heating the toner image is equipped with: the induction heating section 24 which generate a magnetic flux; the heating elements 22, 23 which face the induction heating section 24 and are heated by the magnetic flux generated from the induction heating section 24; and varying means 20, 29 which displace the induction heating section 24 cooperatively with the displacement of the heating elements 22, 23.
