PROBLEM TO BE SOLVED: To provide an electrostatic latent image carrier capable of preventing an abnormal image from occurring when a photoreceptor surface gets scratched, having such high foreign matter resistance as to allow use of a small-particle-diameter carrier, and having excellent self-repairing property, and to provide a process cartridge, an image forming apparatus and an image forming method using the electrostatic latent image carrier. SOLUTION: The electrostatic latent image carrier comprises a support, a photosensitive layer on the support and a surface layer on the photosensitive layer. When a film having the same composition as the surface layer is formed in a thickness of 5μm on slide glass and this film is rubbed 50 times with steel wool of #000 under a load of 500 gf, a haze value of the rubbed film is≤10%.
