PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material excellent in surface film properties and improved in image density unevenness, and also to provide an image forming method using the same. SOLUTION: The heat developable photosensitive material has, on at least one surface of a support, an image forming layer containing at least a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent and a binder and a non-photosensitive layer.
