PROBLEM TO BE SOLVED: To detect malfunction of a variable valve train quickly in the case that the malfunction occurs while fuel is cut off at the time of speed reduction, about a controller of an internal combustion engine. SOLUTION: While the fuel is cut off for speed reduction, for both catalyst deterioration prevention and oil consumption suppression, an open valve phase of an intake valve is advanced by the intake valve variable valve train to extend a valve overlap period and increase inner EGR quantity. At this time, for the whole area of speed reduction fuel cut-off, target VVT value is changed with time. After VVT error, the absolute value of deviation of the target VVT value and an actual VVT value, exceeds a malfunction judgement valueα, in the case that it is recognized that the actual VVT value does not change in a judgement timeβ, it is judged that the intake valve variable valve train is mated and locked.
