A recording medium in which PAC(Physical Access Control) clusters are recorded, a method and a device for forming the recording medium, and a recording/reproducing method and device are provided to define accessible areas within disks of drives having different versions by using PAC, thereby more protecting data areas where user data are recorded. A recording area comprises as follows. At least more than one PAC area includes at least more than one PAC cluster. At least more than one management area includes status information for managing recording on the recording medium and/or reproduction, for each of the at least more than one PAC cluster. The status information contains invalid status of each PAC cluster.
