A sound absorbing and insulating material using thermoplastic resin is provide to meet with weight lightening currency by reducing its total weight, to allow better sound absorbing and insulating capacity, and to enhance its workability. The sound absorbing and insulating material using thermoplastic resin comprises: a sound absorbing layer(10) comprising one of the foaming resin sheet and felt sheet; and a sound insulating layer(20) comprising a thermoplastic resin, which is laminated on the sound absorbing layer(10).
