PROBLEM TO BE SOLVED: To provide a white liner having a good texture, and having less problem of color rendering even on using raw material pulp blended with waste paper pulp in a high rate, on a surface layer. SOLUTION: This method for producing the white liner produced by a papermaking so as to have a single or a multiple paper layers through at least a paper stock-preparing process and a papermaking process is provided with that in the paper stock-preparing process, a fluorescence quenching agent is continuously added into the pulp slurry for a surface layer, and the adding amount of the fluorescence quenching agent is adjusted at any time based on the results of measurement of the fluorescent light intensities of surface layer plane of the white liner after passing through the papermaking process.
