PROBLEM TO BE SOLVED: To provide a toner supply roller, in which the hardness and outside diameter are prevented from being changed according to an area where the toner supply roller is used, and degradation in the function of the roller is avoided. SOLUTION: The toner supply roller has a metal core and a urethane foam layer along the periphery of the metal core, the urethane foam layer being formed by having a polyether polyol and an isocyanate as its main constituents. In the toner supply roller, it is controlled so that the tanδ(loss tangent) of the urethane foam layer when 1-Hz sinusoidal wave oscillation is applied at 0°C to 40°C is 0.2 or less, and the ratio of the tanδwhen 1-Hz sinusoidal wave oscillation is applied at 0°C to tanδwhen 1-Hz sinusoidal wave oscillation is applied at 40°C (i.e., tanδ(0°C)/tanδ(40°C))is 1.2 or less.
