Disclosed is a substrate for light-emitting device mounting which can be produced at low cost while being excellent in the efficiency of light extraction from the light-emitting device. Specifically disclosed is a substrate (11) for light-emitting device mounting which comprises a metal base (12) having a reflection cup portion (14) for reflecting the light emitted from a light-emitting device (15) to a predetermined direction, and a porcelain enamel layer (13) covering the surface of the metal base (12). The thickness of the porcelain enamel layer (13) is set within the range of 30-100 µm.
