PROBLEM TO BE SOLVED: To provide a manual shutter device equipped with a shock absorber having stable shock absorbing action with small and lightweight constitution and hardly needing maintenance. SOLUTION: The manual shutter device 10 comprises a pair of guide rails 11, 11 erected on the right and left of an opening 1 of a building; a shutter curtain 12 vertically movable along the guide rails; a winding drum 13 provided at the upper part of the opening 1 to wind the shutter curtain 12; the shock absorber 20 using an oil damper provided at a baseboard 12b of the shutter curtain 12; and an abutting part provided at a shutter box 14.
