PROBLEM TO BE SOLVED: To treat aggregates without reducing heating efficiency even in the case of treating a small amount of aggregates by heating and drying. SOLUTION: Two types of sizes of mixer blades having different aggregate mixing capacities are prepared as mixer blades of a drum 3. The mixer blades 2 and 2' of each size are alternately arranged along the direction of the inner circumference of the drum 3. Since the inside of the mixer blades 2' of compact size are necessarily filled with an aggregate A to their maximum capacity, and the aggregate A starts to fall from the mixer blades 2' of compact size immediately after the start of mixture even in the case that the supply of the aggregate for the inside of the drum 3 is of a small quantity, it is possible to form an aggregate drop layer having no large voids in the overall surface inside the drum 3 and treat the aggregate A by heating and drying without reducing heating efficiency as much as possible.
