PROBLEM TO BE SOLVED: To keep over a long period a performance of removing a foreign matter depositing on a charging member. SOLUTION: The charging device includes a charging roll 81 driven to rotate by rotation of a photoreceptor drum, and a cleaning roll 82 driven to rotate by rotation of the charging roll 81, wherein the photoreceptor drum is charged by applying a predetermined charging bias to the charging roll 81. An external additive S transferred/depositing on the cleaning roll 82 from the photoreceptor drum by way of the charging roll 81 in a cleaning nip N aggregates to produce an aggregated external additive GS on the cleaning roll 82, and then again returned to the charging roll 81 in the cleaning nip N.
