PROBLEM TO BE SOLVED: To provide a method for producing a multi-functional cyanic acid ester polymer using a multi-valent metal catalyst having low temperature dependence of catalyst activity and a small rise in varnish viscosity is small even when added to a varnish. SOLUTION: The method for producing the multi-functional cyanic acid ester polymer comprises compounding 100 pts.wt. of a multi-functional cyanic acid ester compound represented by general formula (1) R(OCN)<SB>m</SB>(wherein, m is≥2 to≤5; R is an aromatic organic group; and the cyanato group is bound to the aromatic ring of the organic group) with 0.001-1 pt.wt. of zinc oxide having 1 to 100 nm average particle diameter and heating the resultant mixture.
