A monitoring camera is provided to perform a stable rotating operation without the interference of a control circuit board and a cable. A fan body(102) is primarily and horizontally rotated and operated. A tilt body(108) is fixed to the fan body(102), and is vertically rotated and operated. A control circuit board(136), fixed to a lower part of the tilt body(108), mounts a photoelectric conversion element and a monitoring camera control circuit. A lens assembly(130), fixed to an upper surface of the control circuit board(136), transmits external light to the photoelectric conversion element. A cable duct(156), fixed to the lower part of the tilt body(108) at an interval of the control circuit board(136), covers the control circuit board(136). Escape holes(164,166,168) from which it is possible for cables(144,148) to be ejected are formed in the cable duct(156).
