A system and a method for measuring network QoS by using a fragmented packet are provided to extract information about network QoS indexes of delay and jitter values at transmitting and receiving stages without adding loads to a network, and extract transmission delay information of a unidirectional transmission path through a cross analysis for packet information of the transmitting and receiving stages, thereby efficiently performing real-time analysis even under limited computing capability environment. A system for measuring network QoS(Quality of Service) by using a fragmented packet comprises the followings: a packet capture/filtering unit(20); a fragmented packet determining unit(21) which determines whether a packet, incoming from the packet capture/filtering unit(20), is a fragmented packet by referring to relevant information of the packet; a message configuring unit(22) which configures a message for quality analysis by using the relevant information if so; and a delay/jitter value analyzing unit(23) which receives the message and the fragmented packet from the message configuring unit(22), and analyzes transmission delay at a sending end of the network and a jitter value at a receiving end.
