PROBLEM TO BE SOLVED: To provide a manufacturing method of an electric double layer capacitor for enabling short-circuiting to be found easily, and also to provide a short-circuiting inspection apparatus. SOLUTION: The manufacturing method of the electric double-layer capacitor comprises processes of: laminating first and second electrodes having a terminal section and a body section so that respective terminal sections do not overlap each other via a separator for obtaining a laminate; and inspecting the short-circuiting between the first and second electrodes while pressurizing the laminate made of the first electrode, the separator, and the second electrode.
