PROBLEM TO BE SOLVED: To provide a decorative sheet, with a top coat layer which has excellent blemish-proofness and adhesive properties, compared with a conventional top coat for the decorative sheet and also an outstanding suitability for after-processing. SOLUTION: This decorative sheet, with a top coat layer which features excellent adhesive properties and after-processing properties of a decorative board obtained by laminating a decorative sheet and a base material, without impairing the blemish-proofness by an ionizing radiation-curable resin. In order to generate a urethane bond in the ionizing radiation-curable resin, a polyol and an isocyanate are added and preferably, the glass transition temperature of the polyol is not lower than 30°C to not higher than 100°C and/or the addition amount of the polyol is not less than 5 wt.% to not more than 40 wt.%. Since it is of the described constitution, this decorative sheet has excellent adhesive properties and also outstanding after-processing properties following the V cut and lapping of the decorative board, without impairing the excellent blemish-proofness inherent in an ultraviolet effect-type resin.
