<p><P>PROBLEM TO BE SOLVED: To efficiently transfer and discard multicast packets and to efficiently control and manage multicast packets to be discarded, in a multicast packet transfer system for router devices. <P>SOLUTION: A packet processing part to which a multicast packet from a source is inputted retrieves a table by using an address which is inputted by a retrieval processing part and is included in the packet and transfers the packet to a router device of a following stage in response to detecting it as a retrieval result that the packet is a transfer and discards the packet in response to detecting that it is discard entry, and starts a multicast processing part in response to detecting that it is not any entry, to retrieve an internal memory of the multicast processing part and registers a new entry to be transfered or discarded into the table as a transfer or discard entry when detecting the new entry.
