PROBLEM TO BE SOLVED: To provide an electrochromic device having superior coloring repetition characteristics, high transmittance and small thickness. SOLUTION: The electrochromic device includes a first electrode 2 and a second electrode 3 formed on one plane, and a film layered on the plane and having an electrochromic region 4 and an electrolytic region 5, where the electrochromic region 4 is disposed on the second electrode 3, the electrolytic region 5 is disposed on the first electrode 2, and a boundary between the electrochromic region 4 and the electrolytic region 5 exists in a planar direction of the film. Thus, an electrochromic device and an electrochromic apparatus, having a simple structure and small thickness, are obtained. An information recording medium, having superior coloring repetition characteristics and high transmittance, is obtained from the device, and a recording and reproducing method and a recording and reproducing apparatus using the medium are obtained.
