PROBLEM TO BE SOLVED: To provide a high barrier film obtained by simply laminating materials to be laminated without mixing a plurality of kinds of substances in a specific ratio or nervously selecting a base material to be used. SOLUTION: The high barrier film has a constitution that a first layer comprising a first polymer resin, a second layer comprising a metal or metal oxide having gas barrier properties and a third layer comprising a second polymer resin are laminated on a base material and the base material comprises at least two plastic films laminated in a peelable manner and is characterized in that either one of or both of the first and second polymer resins are composed of a polymer resin mainly compounded with an epoxy silane coupling agent and the metal or metal oxide which constitutes the second layer is composed of one of or a plurality of silicon, titanium, tin, zinc, aluminum and indium or either one of the oxides of those metals or a combination of those metals or the oxides of those metals.
