PROBLEM TO BE SOLVED: To manufacture an electrode for electric double layer capacitors having satisfactory characteristics by adhering a polarizable electrode layer to an undercoat layer firmly. SOLUTION: There are a first step for forming the undercoat layer 14 on a collector 12, and a second step for forming the polarizable electrode layer 16 on the undercoat layer 14. The first step is performed by coating the collector with a coating liquid containing a conductive particle, a first binder, and a first solvent. The second step is performed by coating the collector with a coating liquid containing a conductive particle, a second binder, and a second solvent. The first and second solvents can dissolve the first and second binders. Bleeding occurs on the interface between the undercoat layer 14 formed on the collector 12 and the polarizable electrode layer 16 in this manner, thus adhering the interlayer portion firmly.
