PROBLEM TO BE SOLVED: To provide a technology capable of setting a proper chapter dividing point even when a plurality of scene changes exist in an optional (CM) segment and a plurality of audio modes are intermingled in a program. SOLUTION: A delimiter information setting apparatus includes a video structural processing section 11p that analyzes the similarity between consecutive frames of a video signal to obtain first delimiter information providing delimination according to semantic contents of the video signal, and an optional segment detection processing section 11q of an audio signal. Then second delimiter information is generated in a silence part of the audio signal to set an optional segment, and third delimiter information is obtained by overlapping the first and second delimiter information items.
