PROBLEM TO BE SOLVED: To provide an industrially advantageous method for manufacturing a polyvinyl amine solution which comprises hydrolyzing a high-molecular weight N-vinylcarbonamide (co)polymer under an alkaline condition. SOLUTION: The method for manufacturing the solution of polyvinyl amines comprises dissolving a powder of a polymer comprising N-vinylcarbonamide as its polymerized unit in an alkaline aqueous medium in the presence of a reductive gelation inhibitor and subsequently hydrolyzing the polymer by heating the resultant solution. A composition for manufacturing the polyvinyl amines comprises a dry powder of the polymer comprising N-vinylcarbonamide as its polymerized unit and a reductive gelation inhibitor.
