A position controller, a scanner and an image forming apparatus with the position controller are provided to accurately control the speed and position of a moving component or a revolving component such as a print head and a scanning module without having a measurement error. A position controller for controlling the speed and position of a revolting component or a moving component(133) driven by a motor includes an encoding member(155), a sensing unit, and a controller. The encoding member has a color chart. The sensing unit senses a color indicated on the color chart. The controller judges the speed and position of the revolving component or the moving component based on the color sensed by the sensor and controls the operation of the motor.
