PROBLEM TO BE SOLVED: To provide an optical information recording and reproducing device which can be set at an optimal linear velocity to minimize electric power consumption while recording or reproducing and with which an optimal power saving effect can be always obtained. SOLUTION: The optimal linear velocity based on the electric power consumption during recording and reproducing is previously stored in a memory and the optimal linear velocity is set discretely during the recording and during the reproducing. The optimal power saving effect can be always obtained during the recording and during the reproducing. Also, the linear velocity at which the electric power consumption attains the minimum value is searched by controlling the linear velocity in a direction where the electric power consumption gets smaller. Accordingly, the optimal power saving effect can be always obtained and even the environmental fluctuation between the recording or reproducing operation can be flexibly dealt with.
