A management system, a management method, an information processing apparatus, and an information processing method are provided to apply a communication technology which uses a human body as a communication medium to transportation means which is capable of seating many people to predetermined seats, thereby supporting management of passengers or attendance. A passenger management system(1000) comprises the followings. A guide device(1006) reads ticket information from user devices mounted on passengers, and conducts guidance for seats. Seating devices(1008) confirm whether the passengers are seated, read the ticket information from the user devices mounted on the passengers to decide on validity of tickets, and notify a management device(1004) of seating information, then sell the tickets for the passengers.
