<P>PROBLEM TO BE SOLVED: To clean water of a river, which often stagnates and is easily polluted, by a relatively simple technique. <P>SOLUTION: For cleaning a river 2 with stagnating water among a plurality of confluent rivers 1, 2 and 2', the water of the river 1 without stagnating water is transferred to the stagnation point of the river 2 or the upstream part of the stagnation point to form a water stream.
