PROBLEM TO BE SOLVED: To provide a sheet cosmetic sealed package filled with a nonwoven fabric, in which package an oxygen concentration is regulated to be 2% or less. SOLUTION: The sheet cosmetic package is manufactured in the following manner. A folded sheet cosmetic forming nonwoven fabric material is inserted into a bag through its opening, and a cosmetic solution is injected through the opening. The opening is then sealed up with a gas injection area is left open on a part of the opening. An inert gas is injected through the gas injection area, and the bag is compressed from both its faces to immerse the nonwoven fabric with the cosmetic solution pooling at the bag bottom while pushing air in the nonwoven fabric out of the gas injection area, then the bag is sealed airtightly as the top of the solution level is covered with the inert gas in the bag.
