The invention relates to a flame retardant, comprising (A) a triazine-phenolic resin, (B) a nitrogen-containing compound, and (C) at least one metal compound, wherein said triazine-phenolic resin has formula (I): wherein, m and n are independently an integer ranging from 1 to 10 and R is OH, NH<SUB>2</SUB>, COOH, SO<SUB>3</SUB>H, C(O)H, or CH<SUB>3</SUB>CONH. The invention further relates to flame-retardant resin composition containing the above flame retardant and its use.
