A method and an apparatus for controlling brightness of an image are provided to control the brightness only at the specific region, thereby improving the image quality in the dark region. A process for detecting the number distribution information related to each pixel brightness of an image is performed(10). A process for checking whether the contrast regulation related to the image is requested is performed(12). If the contrast regulation related to the image is requested, the contrast regulation is performed(14). If the contrast regulation related to the image is not requested, the brightness of the specific region of the image is regulated by means of characteristic values according to the distribution characteristics of the detected number distribution information(16).
