<P>PROBLEM TO BE SOLVED: To provide a flash dimmer capable of flash light emission, and a flash system that ensures steady exposure for a camera capable of flash photographing by the flash dimmer. <P>SOLUTION: The flash dimmer is attachable to the outside of a camera. The flash dimmer includes: a discharge tube 208 and a circuit for driving the tube 208; and a circuit 216 for light emission control, which has luminous intensity photometry sensors 205 and 206 for measuring an amount of emitted light and a CPU control section 20. The luminous intensity of light emitted by the discharge tube 208 is measured by the luminous intensity photometry sensors 205 and 206. The quantity of emitted light is controlled by alternate light emission conducted such that stop of light emission when its luminous intensity has a predetermined level or above and start of light emission when the luminous intensity has the predetermined level or below are repeated.
