PROBLEM TO BE SOLVED: To realize a transmitter and a receiver preventing confusion of a user even when the user tries to transmit uncopyable data.

SOLUTION: The transmitter 1 can transmit data to the receiver 2 via a transmission line 3, and copyright protected data is stored in a digital literary work storing part 11. Protection information indicating whether or not there is copyright protection is included in the data stored in the digital literary work storing part 11. The transmitter 1 is provided with a copyright protection detecting part 12 detecting whether or not data instructed to be sent is copyright protected or not on the basis of the protection information, and a transmission disapproval notifying part 15 transmitting transmission disapproval data showing that transmission is not allowed due to copyright protection to the receiver 2 when it is detected that the data is copyright protected.
