SOLUTION: This method for controlling the transmission speed has a process that a radio base station Node B transmits a relative speed control channel to a mobile station UE and a process that the mobile station UE judges that the relative speed control channel including a Hold command is received and holds the transmission speed when the data to be transmitted is lost in the transmission buffer and when it is judged that a receiving signal in the relative speed control channel is 0 or +1.
